Jack Huan-Chang Hsiao is Deputy Director of the National Fire Agency, Ministry of the Interior. He has previously served as Fire Chief of Taichung City Fire Department, and as the NFA’s Training Center former Director. In his 35 years of service in the fire protection sector, he has rendered services at the fire departments of Taipei County, Penghu County and Taichung City, as well as at the Taiwan Provincial Fire Agency and National Fire Agency.

He obtained his PhD in Geography from the Chinese Culture University, Taiwan. Jack Hsiao’s research stints include the National Fire Academy and Emergency Management Institute in the U.S.A., Fire Service College and the Emergency Planning College in the U.K.
